Russian Union of Metal Exporters (RUME) is an independent, non-governmental, not-for-profit association uniting major Russian producers and exporters of metal products. The Union was formed in 1994.
to compile steel trade statistics and information about trade policy and economic trends in other countries.
RUME unites such enterprises as Severstal , Novolipetsky and Magnitogorsky integrated works, Bratsky, Sayansky, Krasnoyarsky aluminium plants, Uralelectromed copper plant, Chelyabinsky zinc plant and others. Nearly 90% of the Russian production of rolled steel, above 90% aluminium, about 80% zinc and 30% copper are produced by the RUME members.
RUME cooperates with the Ministry of Industry and the Ministry of Economic Development and Trade of Russia in realization and control of Russia - USA and Russia - ECSC Trade Steel Agreements.
RUME advocates for the official recognizing of the market economy status of Russian metallurgy and its equal rights in the field of international trade.
RUME promotes a participation of Russian metal producers in a process of globalization of operational links over the Europe and the World.

The President of RUME is Serafim Z. Afonin. Professional metallurgist. 1965, Master's in Steel Engineering; 1958 - 1978, from smelter worker to chief steelmaker with Lipetsk Iron & Steel Works; 1978 - 1983, Head, Steel Department, Ministry of Ferrous Metallurgy USSR; 1984 - 1993, Deputy Minister; 1993 - 1996, Head, State Committee on Metallurgy of Russian Federation; since 1996 current position. Chairman, Industrial Policy Division, National Economic Council; Chairman, Non-Governmental Coordinating Council of the Metallurgical Industry. Member of Russian Engineering Academy.
The Executive Director is Vladimir K. Pechik. Studied at the Mendeleev Institute of Chemical Technology, Moscow; 1957, Master's; 1965, PhD in Carbon Materials Technology. 1965 - 1985, Head of Divisions in the Research Institute of Carbon Materials, Moscow; 1985 - 1996, various positions with Ministry of Non-Ferrous Metallurgy, Ministry of Metallurgy of USSR, State Committee on Metallurgy of Russia; since 1997 current position.
